Named after a joke cryptocurrency, DOGE will not be an official agency. But though its role will be purely advisory, Trump has promised to enact its recommendations to slash excess regulations, restructure federal agencies, and cut wasteful expenditures, all with an eye on efficiency. Federal law requires that any government advisory committee provide public notice of its meetings (including agenda, time, place, and purpose) and access to any reports, transcripts, minutes, papers, agendas, or other documents relating to its work. But DOGE may well violate these requirements on the grounds that they unconstitutionally infringe on presidential power. As with his other appointments, Trump will not bother vetting Musk and Ramaswamy thoroughly, nor will he require them to divest their corporate holdings or recuse themselves from offering recommendations on issues raising an obvious conflict of interest (such as with Nasa’s extensive purchases of services from Musk’s SpaceX). To the extent that DOGE eviscerates regulations, it promises to be a powerful vehicle for “crony capitalism.” Its recommendations will have little to do with improving government efficiency or cutting costs, and everything to do with killing regulations and agencies that powerful donors and business lobbyists want dead. Fortunately, DOGE will fail, because it is focusing on the wrong targets, with the wrong approach, and the wrong leadership. Musk initially promised to cut federal government spending by $2tn, which is nearly one-third of all projected spending for 2025. Having quickly realised how absurd that target was, he has since reduced it by 75%, to $500bn. Defence, Social Security, Medicare, Medicaid, the Affordable Care Act (“Obamacare”), and interest payments on US government debt together account for 74% of total federal spending. Moreover, defence spending will likely increase under Trump, spending on interest payments is essential to avoid default on the federal government’s debt, and spending on Social Security, Medicare, and Obamacare is legally required and overwhelmingly supported by the voters who helped re-elect Trump. The remaining 26% of federal spending covers all other functions of the federal government – from defence discretionary programmes like veterans’ health (12%) to essential non-defence programmes (14%) such as the federal highway system, air traffic control, and the judicial system. While all funds for discretionary programmes must be authorised by Congress, the new $500bn target would encompass both programmes whose congressional authorisation runs out in 2024 and those that Musk considers to be incompatible with original Congressional intentions. But veterans’ health care is the largest single function ($119bn) for which congressional authorisation ends in 2024, and despite Trump’s contempt for the military, it is difficult to imagine DOGE going after veterans’ healthcare. Instead, DOGE has already indicated that it will cut funding for Planned Parenthood and other progressive groups ($300mn per year), the Corporation for Public Broadcasting ($535mn a year), and various international organisations ($1.5bn a year). It may also go after bigger discretionary items like the National Oceanic and Atmospheric Administration ($6.6bn), which is responsible for the nation’s weather forecasts; the Federal Aviation Administration ($7bn), which regulates civil aviation safety; many agencies within the State Department ($38bn); and the Education Department ($29bn). But Nasa ($25.4bn), for obvious reasons, will be spared. The problem with this defunding agenda is that it still comes nowhere close to $500bn. If DOGE wanted to try to contribute something positive, it would abandon this target and focus instead on improving the efficiency of the agencies responsible for government programmes, and on eliminating regulations that do not pass a rigorous cost/benefit test. But this has been tried many times before, and usually without much success. President Ronald Reagan’s Private Sector Survey on Cost Control, known as the Grace Commission, for example, claimed that one-third of all income-tax revenues were consumed by waste and inefficiency – a wild overstatement. Very few of the commission’s 2,500 recommendations were implemented, and the combination of Reagan’s tax cuts and a growing federal government launched the national debt on its long upward trajectory. Similar efforts dating back to president Harry Truman’s Hoover Commission have also been judged “abject failures.” Most flounder because of a fundamental flaw in their design. Led by business leaders who don’t understand how government works, such bodies tend to produce laundry lists of unvetted ideas but have no capacity to carry them out. Implementation remains the responsibility of the relevant agencies and Congress, which legislates and funds federal programmes. Vice-president Al Gore’s National Partnership for Reinventing Government in the early 1990s avoided this design flaw. Housed within the Clinton administration, it was overseen by a cadre of government reformers who succeeded in passing actual legislation: the Government Performance and Results Act of 1993, which aimed to embed performance metrics in the federal government’s standard operating procedures. Musk and Ramaswamy, by contrast, are merely the latest in a long line of private-sector poster children whose business-management approaches to government operations will fail. Fewer than one-quarter of all government reform programmes succeed, and those that do have two distinguishing characteristics in common: public-sector employees design the reforms and then use digital tools to measure and improve performance. Unfortunately, Congress does not provide enough funding for agencies to get the tools they need. That is why the Internal Revenue Service has been unable to collect an estimated $1tn of annual revenues from tax evaders and cheaters. Through no fault of their own, most federal government agencies remain far behind the private sector in the digitisation of their services. Moving fast and breaking things does not work in government (or in most large private-sector organisations, for that matter). If Musk and Ramaswamy want to achieve meaningful, lasting improvements in government efficiency, they will have to collaborate with civil servants to change the ways their work gets done. Success depends on the unsexy, hard-to-implement changes in operational processes that can be embedded in government departments. Outcome-based procurement, modern talent management (including government rotation programmes for private-sector leaders), agile information-technology management, data and performance transparency, modern digital tools, and citizen engagement are crucial if we want to improve government performance. NEW YORK (AP) — U.S. stock indexes got back to climbing on Wednesday after the latest update on inflation appeared to clear the way for more help for the economy from the Federal Reserve . The S&P 500 rose 0.8% to break its first two-day losing streak in nearly a month and finished just short of its all-time high. Big Tech stocks led the way, which drove the Nasdaq composite up 1.8% to top the 20,000 level for the first time. The Dow Jones Industrial Average, meanwhile, lagged the market with a dip of 99 points, or 0.2%. Stocks got a boost as expectations built that Wednesday’s inflation data will allow the Fed to deliver another cut to interest rates at its meeting next week. Traders are betting on a nearly 99% probability of that, according to data from CME Group, up from 89% a day before. Ingredients Rolls •1/4 cup granulated sugar •2 tablespoons Pillsbury Best all-purpose flour •1 teaspoon ground cinnamon •2 (8-ounce) cans refrigerated Pillsbury Original Crescent Rolls (8 Count) •16 large marshmallows •1/4 cup butter or margarine, melted Glaze •1/2 cup powdered sugar •1/2 teaspoon vanilla •2-3 teaspoons milk •1/4 cup chopped nuts Directions Make the rolls 1. Preheat oven to 375°F. Spray 16 medium muffin cups with nonstick baking spray. 2. In a small bowl, mix the granulated sugar, flour and cinnamon. 3. Separate the dough into 16 triangles. For each roll, dip 1 marshmallow into melted butter; roll in the sugar mixture. Place marshmallow on the shortest side of a triangle. Roll up, starting at shortest side and rolling to opposite point. Completely cover the marshmallow with the dough; firmly pinch edges to seal. Dip 1 end in remaining butter; place butter side down in muffin cup. 4. Experts told NPR that if China can extract some tariff concessions alongside a possible TikTok deal, officials there could become more receptive to a sale, something Beijing has long resisted. From TikTok crackdown to TikTok savior In his first term, Trump signed executive orders aimed at shutting down TikTok on national security grounds over its ties to China, but those efforts were blocked by federal courts. Now, Trump has changed his tune. Trump started telegraphing his about-face on TikTok back in March. In one post on his social media platform Truth Social, Trump wrote that outlawing the Chinese-owned video-streaming app would be a gift to Meta's Facebook. He called Facebook "a true Enemy of the People!" for "cheating" in the last election — a claim that has not been proven. Then in June, Trump's campaign joined TikTok in an apparent effort to connect with younger voters. Multiple reports have tied Trump's change of heart on TikTok to an effort to court billionaire Republican donor Jeff Yass, whose investment company, Susquehanna International Group, has a large stake in ByteDance , TikTok's Beijing-based owner. While Yass never publicly endorsed Trump, he funneled millions into groups including the super PAC Club for Growth that backed conservative policies in the 2024 election. A request for comment attempting to reach Yass through Susquehanna International Group was not returned. The Trump transition team did not return a request for comment about Yass, nor about any potential TikTok sale. In a March interview with CNBC, Trump said Yass had not brought up TikTok with him. A spokesman for TikTok referred NPR to a legal filing in its pending case against the Biden administration arguing that fully divesting from ByteDance is "not commercial, not technically, not legally" possible. Current and former members of the intelligence community in Washington view the Chinese Communist Party's potential influence over TikTok as a national security risk. "As long as TikTok is controlled by an entity under the jurisdiction of the CCP, it's not great for Americans," said Megan Stifel, the former director of international cyber policy on the National Security Council under President Obama. "TikTok should be viewed in terms of how it can be leveraged for untoward intentions and part of a broader canvass of data the CCP is constantly collecting." All eyes on outcome of TikTok legal battle over its fate ByteDance's ownership of TikTok has led to a bipartisan movement against it, with lawmakers and national security officials fearful that China could one day use the app to spread disinformation or to conduct mass surveillance. A federal law Congress passed in April stipulates that TikTok be banned by Jan. 19 unless ByteDance fully divests from it. The next day, Trump is set to be sworn into office. The ban, however, is not expected to take effect instantly. The law forces app stores controlled by Apple and Google to remove TikTok. It also makes it illegal for web-hosting services to support TikTok. The enactment and enforcement of these provisions could be delayed by the pending litigation or Trump taking action. Looming over all the talks about a possible TikTok sale is a court battle over the legality of the law. A panel of three judges from the U.S. Court of Appeals for the D.C. Circuit heard arguments in September from the Justice Department and lawyers for TikTok over whether the law is constitutional. The Justice Department argued that the divest-or-ban law is justified because Americans' data and views cannot be potentially vulnerable to decisions made by China, a foreign adversary of the U.S. But attorneys for TikTok say banning the app violates the free speech of millions of Americans, some of whom turn to the service to express their political views. Lawyers from both sides have asked the judges to make a decision by Dec.6. There could be a drawn-out appeals process. Either party can ask for an "en banc" review of the case, which means the case would be re-argued before all 11 judges on the D.C. appeals court. And from there, the matter can be appealed to the Supreme Court. But if the court overturns the law, the Trump administration may decide not to appeal, in line with the president-elect's new view that TikTok should not be banned. TikTok sale as possible trade bargaining chip? If the law is ultimately upheld, Trump may try to strike a deal that would spin the app off, and that agreement might become part of much larger trade discussions with China, according to Daniel Lyons, law professor at Boston College who specializes in internet law. "In his mind, it might be 'What are the benefits of a win on TikTok versus the cost of trade concessions?" Lyons said. James Lewis, a former diplomat now at the Center for Strategic and International Studies, agreed that Chinese officials could entertain a sale if it becomes part of the larger trade debate. "If ByteDance can stay a passive owner, if the Chinese have some sort of degree of control over the algorithm, and TikTok can operate in the places it's allowed to operate now, it might be enough for them to swallow," he said. That's a lot of "ifs." It's unclear if the incoming Trump administration would allow for a sale in which ByteDance stayed a minority owner. And past proposals, including a pitch earlier this year from former Treasury Secretary Steve Mnuchin to organize a group of investors to purchase TikTok without the recommendation algorithm that determines what people see on the app, have drawn deep skepticism from technologists, who point out that it's one of the app's most valuable assets. Still, China experts say Beijing may view a TikTok deal as leverage in trying to tamp down some of Trump's promised steep tariffs against the country. (On the campaign trail, Trump said he'd levy 60% percent tariffs on Chinese imports. In social media posts on Monday, he said it would be 10% .) "TikTok may be a bargaining chip both for the Chinese and the Trump administration when it comes to discussions around tariffs," said Emile Dirks, research associate at the University of Toronto's Citizen Lab who studies Chinese politics. "The question is what kind of relationship does the U.S. want to have with China? What kind of Chinese state influence, or Chinese corporate influence, is the country willing to accept?" While possible bidders, and TikTok's price tag, remain unknown, a surprise partnership between software giant Oracle and Walmart teamed up back in 2020 in a failed attempt to take over TikTok . Despite support from Trump, the deal fell through, as TikTok piled up victories in court and China opposed any sale. Experts say if bidders are sought, another joint corporate proposal is likely, given how expensive TikTok could be to buy. ByteDance has valued itself at $300 billion, making it the most-valuable private startup in the world. That's roughly double the worth of ChatGPT maker OpenAI. "I think there are people who are hoping for Trump to force a fire sale for TikTok and get it at a lower price," said Lewis, adding that "there will be a lot of China hawks in the administration who will be reluctant to give up much ground on TikTok." Ask the Magic 8 Ball With 170 million users in the U.S., TikTok is a cultural and economic force, and is one of the most influential social media apps among young Americans. If a sale doesn't pan out, other options TikTok watchers are speculating about include Congress repealing the law — which currently appears unlikely, according to those close to the talks. Trump could also instruct his attorney general not to enforce the law, giving the company some breathing room. And finally, Trump could bless a $2 billion effort to wall off U.S. data from Beijing, known as Project Texas, in which Austin-based software and cloud-computing company Oracle would monitor TikTok's data flows and audit the app's algorithm. The plan was rejected by the Biden administration for falling short of full ByteDance divestiture. "The best predictor of what the new administration's policies will be on TikTok," said Lewis with the Center for Strategic and International Studies, "remains the Magic 8 Ball."

One ordinance reduced the limit on public speaking time by two minutes, to a total of four minutes per person. There were two dissenting votes and an absent council member who has previously spoken against the proposal. A separate ordinance looked to codify "firm rules of decorum for conduct" at town council meetings. That conduct, already established by Edison Council President Nishith Patel, included a ban on any props from use by those at the podium. American flags and copies of the U.S. Constitution being lumped into “props” was of particular disgust from those who slammed the ordinance before a final vote. As the floor was opened up for public comment on the time restriction, the first speaker said the council should be ashamed of its proposal to “slash” the time that each member of the public is allowed to speak. He narrated that he was holding a printed copy of the ordinance, saying “I’m tearing it up and holding up the pieces, one third of it is gone,” before he picked up a bound copy of the Constitution. At that point, the council told him it counted as a prop and his remaining time would be forfeited. New Brunswick Today creator Charlie Kratovil also spoke against the proposed time limit, saying it was an abuse of power. Another critic of the time limit was the vice president of the Edison Board of Education. “We do have a right to speak, let the people speak,” Joseph Romano said, adding that their last board meeting ran over four hours long as 72 people spoke. Another female resident said that it was misguided for the council to try and “militantly control” public actions during meetings, due to a handful of disruptive individuals. Masked men at multiple meetings Disruptions have been caught at the recorded Edison Council meetings, going back for months, if not years. At the Oct. 9 meeting, at least two men wore Guy Fawkes or “Anonymous” style face masks, while a third often wore a full wrestler’s mask. A fourth man was dressed as a giant cannabis bong, cradling a baby doll dressed in a similar costume. Two of the men have a social media presence as “ Bongholeo and El Rampador ”, whose self-billed mission is in support of ”medical-cannabis and the disabled.” Their TikTok account includes repeat appearances at other municipal meetings in Sayreville and Lavalette, in addition to Edison. During his six minutes at the October meeting, the man dressed as a bong told the council they had failed miserably. He ended by singing until his time was up and he was escorted out by police officers. That unique collection of attendees was no accident, according to self-billed entrepreneur, Patrick Duff on his Instagram account. “People’s ability to freely speak is what keeps us from tyranny. The right to pray, say, and protest, must be protected, so sometimes we must push the boundaries with absurdity to act as the modern day court jester,” Duff said in an Oct. 10 post. He added the activists had turned out to support lifelong Edison resident, Christo Makropoulos. Past town controversy Makropoulos, who goes as Jersey Watcher on his own social media accounts, has been at the center of years of controversy in his hometown. He ran as an independent for mayor in 2021 but lost to Democrat Sam Joshi, the town's youngest and first South Asian mayor. Makropoulos, an Edison High School grad, then unsuccessfully ran for a seat on the Edison Board of Education in fall 2022, on the “Protect the Children” platform. That same year, he was arrested after an amateur attempt to catch a child predator turned violent. He can be seen in videos posted from January , March, April and June , wearing a ski mask and going as "anonymous" while speaking at the podium. At the Monday meeting before a final vote on cutting back on public speaking time, Councilman Patel said the new rules were about having “better conversation.” Councilman Asaf Shmuel said most of those who had spoken that night had delivered their comments in under four minutes. Of the two opposing votes, Councilman Ajay Patil said that people were taking their time to express their feelings on any given issue and called the time limit “insane.” Councilman Richard Brescher said he agreed with the public members who had spoken against the limits. Brescher — who also lost to Joshi as an independent mayoral candidate in 2021 — said this was a repeat of history or “Jun Choi 2.0” — as the former mayor had also cut public speaking time to four minutes. Choi was Edison’s first Asian American mayor and previously the youngest mayor elected, serving for one term through 2010. Several public speakers at Monday's meeting said that while some might lack decorum or might not always be polite, the council should still hear them out and not move to restrict how individuals make their views heard. NEW YORK (AP) — U.S. stocks rose to records Tuesday after Donald Trump’s latest talk about tariffs created only some ripples on Wall Street, even if they could roil the global economy were they to take effect. The S&P 500 climbed 0.6% to top the all-time high it set a couple weeks ago. The Dow Jones Industrial Average added 123 points, or 0.3%, to its own record set the day before, while the Nasdaq composite gained 0.6% as Microsoft and Big Tech led the way. People are also reading... Stock markets abroad mostly fell after President-elect Trump said he plans to impose sweeping new tariffs on Mexico, Canada and China once he takes office. But the movements were mostly modest. Stock indexes were down 0.1% in Shanghai and nearly flat in Hong Kong, while Canada’s main index edged down by less than 0.1%. Trump has often praised the use of tariffs , but investors are weighing whether his latest threat will actually become policy or is just an opening point for negotiations. For now, the market seems to be taking it more as the latter. The consequences otherwise for markets and the global economy could be painful. Unless the United States can prepare alternatives for the autos, energy products and other goods that come from Mexico, Canada and China, such tariffs would raise the price of imported items all at once and make households poorer, according to Carl Weinberg and Rubeela Farooqi, economists at High Frequency Economics. They would also hurt profit margins for U.S. companies, while raising the threat of retaliatory tariffs by other countries. Constellation Brands, which sells Modelo and other Mexican beer brands in the United States, dropped 3.3%. The value of the Mexican peso fell 1.8% against the U.S. dollar. Beyond the pain such tariffs would cause U.S. households and businesses, they could also push the Federal Reserve to slow or even halt its cuts to interest rates. The Fed had just begun easing its main interest rate from a two-decade high a couple months ago to offer support for the job market . While lower interest rates can boost the economy, they can also offer more fuel for inflation. “Many” officials at the Fed’s last meeting earlier this month said they should lower rates gradually, according to minutes of the meeting released Tuesday afternoon. The talk about tariffs overshadowed another mixed set of profit reports from U.S. retailers that answered few questions about how much more shoppers can keep spending. They’ll need to stay resilient after helping the economy avoid a recession, despite the high interest rates imposed by the Fed to get inflation under control. A report on Tuesday from the Conference Board said confidence among U.S. consumers improved in November, but not by as much as economists expected. Kohl’s tumbled 17% after its results for the latest quarter fell short of analysts’ expectations. CEO Tom Kingsbury said sales remain soft for apparel and footwear. These findings are reported in a new study by Frederick Ho and Naveed Sattar of the University of Glasgow, Scotland, UK, and colleagues published November 26 in the open-access journal PLOS Medicine . During the COVID-19 pandemic, patients went without routine face-to-face health checks, which are important for detecting common cardiometabolic conditions, such as obesity, type 2 diabetes and high blood pressure. Previously, it was unknown whether these health checks had recovered to pre-pandemic levels. Researchers looked at how often clinicians took measurements of 12 risk factors for cardiometabolic disease between November 2018 and March 2024, using records from more than 49 million adults in England. They saw a sharp drop in the numbers of measurements being performed from March 2020 to February 2022, but most of the risk factor measurements returned to normal by 2022 to 2023. Blood pressure measurements were an exception, and as of March 2024 were still not back to normal, especially in patients belonging to lower socioeconomic levels. The findings from the new research confirm previous studies showing that patients missed important routine health checks during the pandemic lockdowns. This lack of screening for cardiometabolic conditions likely explains previous observations that fewer patients received preventive prescriptions, like drugs to lower blood pressure, during the pandemic. The long-term disruption of blood pressure screening identified by the study could lead to missed opportunities for treatment, increasing the risk of cardiovascular events, such as heart attacks and strokes, or even death. This could also exacerbate existing health disparities for lower-income patients. The authors add, "These data alert us to potential missed opportunities to measure key risk factors for chronic diseases, which are on the rise in the UK in an alarming way. Health care workers need better ways to more efficiently capture and then act upon changes in risks to prevent important diseases. His negotiations ultimately brought all the hostages home alive, but in a final insult, Iran didn’t release them until the inauguration of Ronald Reagan, who had trounced him in the 1980 election. Humbled and back home in Georgia, Carter said his faith demanded that he keep doing whatever he could, for as long as he could, to try to make a difference. He and Rosalynn co-founded The Carter Center in 1982 and spent the next 40 years traveling the world as peacemakers, human rights advocates and champions of democracy and public health. Awarded the Nobel Peace Prize in 2002, Carter helped ease nuclear tensions in North and South Korea, avert a U.S. invasion of Haiti and negotiate cease-fires in Bosnia and Sudan. By 2022, the center had monitored at least 113 elections around the world. Carter was determined to eradicate guinea worm infections as one of many health initiatives. Swinging hammers into their 90s, the Carters built homes with Habitat for Humanity. The common observation that he was better as an ex-president rankled Carter. But Carter set the stage for an economic revival and sharply reduced America's dependence on foreign oil by deregulating the energy industry along with airlines, trains and trucking. He established the departments of Energy and Education, appointed record numbers of women and nonwhites to federal posts, preserved millions of acres of Alaskan wilderness and pardoned most Vietnam draft evaders. Emphasizing human rights , he ended most support for military dictators and took on bribery by multinational corporations by signing the Foreign Corrupt Practices Act. He persuaded the Senate to ratify the Panama Canal treaties and normalized relations with China, an outgrowth of Nixon’s outreach to Beijing. But crippling turns in foreign affairs took their toll. When OPEC hiked crude prices, making drivers line up for gasoline as inflation spiked to 11%, Carter tried to encourage Americans to overcome “a crisis of confidence.” Many voters lost confidence in Carter instead after the infamous address that media dubbed his “malaise" speech, even though he never used that word. After Carter reluctantly agreed to admit the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979. Negotiations to quickly free the hostages broke down, and then eight Americans died when a top-secret military rescue attempt failed. Carter also had to reverse course on the SALT II nuclear arms treaty after the Soviets invaded Afghanistan in 1979. Though historians would later credit Carter's diplomatic efforts for hastening the end of the Cold war, Republicans labeled his soft power weak. Reagan’s “make America great again” appeals resonated, and he beat Carter in all but six states. Born Oct. 1, 1924, James Earl Carter Jr. married fellow Plains native Rosalynn Smith in 1946, the year he graduated from the Naval Academy. NASA announced it will add work to existing contracts for development of cargo versions of Blue Origin’s Blue Moon and SpaceX’s Starship to deliver payloads to the surface of the moon, the first such awards since the agency announced in January that it was directing the two companies to work on cargo versions of their Human Landing System (HLS) spacecraft. NASA said Starship will deliver no earlier than fiscal year 2032 the pressurized rover that the Japanese space agency JAXA is developing under an agreement announced in April. Blue Moon will deliver a lunar surface habitat no sooner than fiscal year 2033. “Based on current design and development progress for both crew and cargo landers and the Artemis mission schedules for the crew lander versions, NASA assigned a pressurized rover mission for SpaceX and a lunar habitat delivery for Blue Origin,” Lisa Watson-Morgan, NASA HLS program manager, said in a Nov. 19 statement. NASA did not disclose the value of the impending awards to the two companies for those missions. NASA said in its statement that it will issue a request for proposals to the two companies in early 2025 for those missions, and didn’t explain why it announced the planned awards months in advance. A new study by the firm Kickresume surveyed 1,250 random U.S. LinkedIn profiles to find out how many U.S. citizens would rather switch companies or wait for promotion. The method of randomised sampling has not been specified. However, the study found out that 58 percent of people are more likely to change jobs than to wait for promotion. This issue of deciding between switching companies or pursuing a promotion is something that many people have considered throughout their careers . How likely is an internal promotion? Kickresume found that only 17 percent of people were promoted by their current employer in the last 5 years. With others, over half (58 percent) switched employers to pursue new roles in the same timeframe. Out of those who got promoted, they spent an average time of two years and 4 months waiting for their next step on the career ladder. Those who switched employers did so an average of 3.7 times in a five year period, which equates to once every 1 year and 5 months. While a possible path to success, this represents a frequent number of job changes and could signal a commitment problem to prospective employers. The survey also found a degree of fluidity in the employment area with 65 percent of workers ending up changing roles, whether through an internal promotion or switching to another company. Stay or leave? Kickresume found that there was a significant difference in the amount of people who were promoted compared to those who changed employers instead. The data shows that changing jobs is the more likely career decision across all U.S. regions. Martin Poduška at Kickresume has told Digital Journal: “There have always been two paths to progress in a career—you either get promoted or start looking for a new job. However, our new survey suggests that for workers in today’s United States, only one of those paths seems to remain open. Promotions are rarer than people think.” This is due to: “Factors such as at-will employment, the structure of the corporate ladder, and recent economic hiccups all contribute to the trend of increased job switching.
